Yes. Bay Street is about a five-minute walk from the gangway, the Queen's Staircase about thirteen, and Junkanoo Beach about fifteen. That radius holds the historic core, the shopping street, the Straw Market and the nearest public beach, and none of it needs a taxi. Everything past that radius does.
The walk itself is flat and busy as far as Bay Street, then climbs gently toward the staircase. Ships berth rather than tender at Nassau, so you step off onto solid ground and start walking. Three destinations have published walk times from the gangway and all three are worth the walk on a first visit: Bay Street at about five minutes, the Queen's Staircase at about thirteen, and Junkanoo Beach at about fifteen. Everything else on most Nassau lists sits outside comfortable walking range. The Queen's Staircase is free, open roughly 8:00 to 17:00, and has 65 steps today of an original 66, cut in 1793 and 1794 and rising about 31 meters.

Where does walking stop being the better option?
At the beaches west and east of downtown. Cable Beach is 9.2 km from the port, which the number 10 jitney covers for $1.25 or a taxi for about $18 to $24 for one or two passengers. Cabbage Beach on Paradise Island runs about $7 a head by taxi, or $4 to $7 on the water taxi.
Those fares are small enough that walking to save them makes no sense, especially against a ship deadline. The same logic applies to the forts and the western attractions. How do taxis and jitneys actually work?
Nassau taxis are unmetered, so agree the fare before you get in. That one habit removes the most common complaint cruise passengers file about the island. Jitney buses run a flat $1.25, and the number 10 is the Cable Beach route. The water taxi to Paradise Island runs $4 to $7 and lands you closer to Cabbage Beach than a downtown taxi does.
For reference, a taxi to Paradise Island runs about $15 to $20 plus the bridge toll. Fares are usually quoted for one or two passengers, so confirm what a group of four costs before the doors close. None of this is exotic, but it goes wrong often enough that the official destination site and every cruise forum say the same thing.
Is it safe to walk around Nassau from the cruise port?
The downtown walking radius is heavily trafficked and busy with other passengers all day, and what visitors report there is vendor pressure rather than danger. The US State Department keeps The Bahamas at Level 2, Exercise Increased Caution, and names the "Over the Hill" area south of Shirley Street as the place to stay alert.

When is a tour a better use of the same hours?
As soon as your list runs past the Queen's Staircase. The walking radius gives you the shopping street, one staircase and one crowded beach. Two hours on a guided route adds the forts, the distillery and the neighborhoods no walk from the wharf reaches, and it does it without a fare negotiation at every stop.
